Do you know there exists software that allows you to make calls over a standard Internet connection? It's called peer-to-peer Internet telephony. The most popular such program is called Skype, and it's a free (as in food) download.
If both persons involved in the call (the caller and the receiver) have both a high-speed Internet connection and Skype installed on their computers, calls from one to the other are free (unfortunately, it doesn't work very well over slower dial-up connections).
If only one of the persons involved in the call has a high-speed Internet connection, then that person can call the other's regular phone for fairly cheap. For example, calls to Australia from Canada are only 2.4 cents a minute, which is probably cheaper than the rate you can get with your phone service provider.

P.S.: No, this is not spam for Skype. I'm just an ordinary visitor, and in fact, there are some severe criticisms of Skype which bother me; see the Wikipedia entry on Skype for details. However, I thought this might be an easy potential solution to a problem you seem to have.
